Strengthening Hospital Digitalization, Bank Jatim Collaborates with RSUD Dr. Soetomo

SURABAYA, September 17, 2024. To strengthen its digitalization system, PT Bank Pembangunan Daerah Jawa Timur Tbk (bankjatim) signed a Cooperation Agreement with RSUD Dr. Soetomo Surabaya on Tuesday, September 17. The agreement concerns Financial Services for Financial Transactions through Soetomo Digipay and Simpra at RSUD Dr. Soetomo. The agreement was signed at the Ballroom of Double Tree Hotel Surabaya by the Director of RSUD Dr. Soetomo, Prof. Dr. Cita Rosita Sigit Prakoeswa, and the Head of bankjatim's Dr. Soetomo Branch, Fenty Rischana K.

On this occasion, Acting Governor of East Java, Adhy Karyono, also launched the digital transformation of RSUD Dr. Soetomo's services, known as Soetomo Digipay. The event was also attended by bankjatim’s President Director Busrul Iman and the Head of Bank Indonesia East Java Representative, Erwin Gunawan Hutapea.

Soetomo Digipay is a payment application that includes SKN, RTGS, ID Billing, VA, and other payments from RSUD Dr. Soetomo, connected to bankjatim's network through an agreed-upon IP. Meanwhile, Simpra (Sistem Informasi Pendapatan dan Realisasi Anggaran) is a back-office application for managing the revenue transactions of RSUD Dr. Soetomo, including SKN, RTGS, QRIS, VA, and other revenue receipts, also connected to bankjatim’s network through an agreed-upon IP.

Busrul explained that the goal of this agreement is to accelerate and simplify financial transaction processes between RSUD Dr. Soetomo and bankjatim, specifically for financial payments and other hospital-related financial activities to RSUD Dr. Soetomo through the Soetomo Digipay and Simpra facilities. “This collaboration is concrete proof of bankjatim’s commitment to expanding digital services to provide added value to the people of East Java. It is also a part of supporting the ongoing digital transformation across various sectors, including healthcare,” he said.

The scope of this agreement includes providing financial services from bankjatim to RSUD Dr. Soetomo, covering various activities, such as withdrawals or payments via Giro using Soetomo Digipay, and real-time bank statement data withdrawals for hospital revenue transactions connected to the SIMPRA application.

In addition, BJTM also provides a Customer Self-Service (CSS) platform as a tool for monitoring fund accounts. “This cooperation is in line with bankjatim’s commitment to becoming the main financial partner of its customers through reliable and dependable digital services. With the synergy between bankjatim and RSUD Dr. Soetomo, we hope to significantly contribute to the hospital’s operational efficiency and effectiveness,” emphasized Busrul.

He is optimistic that this digitalization will positively contribute to improving the quality of healthcare services and operational efficiency at RSUD Dr. Soetomo. “This collaboration is one of bankjatim's adaptive steps in expanding banking service ease and accelerating financial inclusion through a reliable digital payment ecosystem,” Busrul added.

Prof. Dr. Cita Rosita Sigit Prakoeswa also conveyed that digital transformation at RSUD Dr. Soetomo, as a public service innovation, has become a necessity. Over the past two years, the hospital has processed approximately 3,500 to 4,000 contracts annually. Therefore, digital innovations like this are beneficial for simplifying workflows, improving efficiency, transparency, and accountability. “We continue to support the Electronic Transaction Government (ETPD) system, particularly in hospital revenue management as an BLUD (Public Service Agency),” she said.

In addition to providing non-cash transaction facilities such as QRIS, EDC machines, and transfers, Cita explained that RSUD Dr. Soetomo, in collaboration with bankjatim, is also introducing a digital payment card called Soetomo Virtual Account Payment (S-TAPay). This card aims to facilitate payments from general patients who are still not accustomed to cashless transactions, as not all people are familiar with cashless methods. Currently, cash transactions still account for around 23% at RSUD Dr. Soetomo. Cita hopes that this integrated digital transformation will enable the hospital to better manage information, ensure more efficient operations, improve coordination, and provide real-time monitoring.

“We are very grateful to bankjatim, the Bank of East Java, for collaborating with RSUD Dr. Soetomo to streamline financial transactions. We hope this synergy will continue to work well,” Cita said.

Adhy Karyono also mentioned that amidst the advancement of digital technology, the healthcare industry is expected to continuously adapt to the growing use of information technology, including in medical services, administration, and financial accountability. “This activity is very important because, indeed, the challenge of today’s era is digital. All bureaucratic and public services must utilize digital technology and electronic transactions, which means cashless payments are essential. Today, we are launching Soetomo Digipay in collaboration with bankjatim,” he said.

Adhy emphasized that digitalization must continue to be implemented, especially in East Java, as the provincial government is responsible for the Electronic Transaction Government (ETPD) program. Therefore, it is crucial for all regional agencies to digitize all services, both bureaucratic and services to the public. “Alhamdulillah, our ETPD has reached 99.8%, meaning East Java is now considered digital and has left the conventional way behind. This is part of the digital transformation carried out by the East Java Provincial Government,” he explained.

Adhy hopes that the information technology innovations, which are already functioning well and providing benefits, can be replicated by other government or private institutions, to avoid complicating the public with new applications that have similar purposes and functions.
