Successful Execution of FKDK BPDSI Reinforces the Board of Commissioners' Supervisory Role

MALANG, January 16, 2025. PT Bank Pembangunan Daerah Jawa Timur Tbk (bankjatim) had the opportunity this year to host the Communication Forum for the Board of Commissioners of Regional Development Banks throughout Indonesia (FKDK BPDSI). Held at the Grand Mercure Hotel Malang, the FKDK event—a series of activities taking place from Thursday (16/1) to Friday (17/1)—was attended by the Boards of Commissioners of BPDs nationwide. Also present at the event were the Acting Governor of East Java, Adhy Karyono, Chairman of FKDK BPDSI, Bahrullah Akbar, and Chairman of the Audit Board concurrently Member of the OJK Board of Commissioners, Sophia Issabella Watimena.

Bahrullah Akbar explained that the FKDK BPDSI event had two important agendas: a national seminar and a national working meeting, both focused on enhancing the active supervisory role of the BPDSI Board of Commissioners. "This type of activity, God willing, can serve as a platform to continuously improve our capacity building capabilities as supervisors within BPDs across Indonesia. Today, we will also discuss the integrity of financial statement preparation in accordance with OJK Regulation No. 15 of 2024. This will help to further improve the correlation between our supervisory function and our duty to safeguard the integrity of the financial statement elements within BPDSI," he elaborated.

According to Bahrullah, FKDK BPDSI is a platform to accommodate the aspirations of the Board of Commissioners in contributing to the enhancement of BPD's role in the banking sector. The forum is expected to provide BPDSI Board of Commissioners members with ease in communication and institutional exchange of ideas and experiences, both for internal organizational actions and engagement with external parties. "Furthermore, this forum is beneficial for the purposes of professional and organizational development, as well as matters related to the duties and responsibilities of the Board of Commissioners in conducting supervision, as outlined in the vision and mission of FKDK BPDSI according to its Articles of Association and Bylaws," he stated.

Bahrullah added that last year, BPDSI formed a team to harmonize various regulations, starting from the Company Law (UU PT), Regional Government Law (UU Pemerintahan Daerah), and certainly, OJK regulations which have specific requirements for governance within BPDs. In his view, harmonious regulations will automatically ensure the organization's sustainability. "This is the most critical aspect of Governance, Risk, and Control within the banking environment to ensure smooth operations," he remarked.

Meanwhile, Adhy Karyono also conveyed in his speech that the FKDK BPDSI is a highly strategic forum because it discusses how the Board of Commissioners, as supervisors, can truly play a role and contribute opinions related to current strategic issues. Additionally, the forum addresses how to formulate the best policy patterns for the advancement of regional banking.

He stated that FKDK BPDSI is a platform for strengthening coordination, formulating policies, and adapting to the challenges of the times. In the current era, governance, digital service innovation, and the expansion of financial inclusion are crucial matters. "Therefore, we seek guidance from OJK, BI (Bank Indonesia), and other independent teams to strengthen digitalization efforts. We hope that through this FKDK BPDSI, we can jointly understand the strategic issues emerging now and the most realistic policies that will certainly affect the implementation of our banking operations," Adhy said.

Adhy further added that bankjatim is a Regional-Owned Enterprise (BUMD) in East Java that makes the most significant contribution to regional revenue. Furthermore, BJTM's role as a banking institution driving the regional economy is substantial, particularly for the MSME sector, enhancing regional competitiveness, and strengthening community economics. "Some time ago, East Java successfully received recognition for high regional competitiveness. This was achieved, in part, through bankjatim's contribution," he asserted.

The FKDK BPDSI also featured a National Seminar with expert speakers in their fields. The material presented in the seminar was 'OJK Audit and the Supervisory Function of the BPDSI Board of Commissioners,' delivered by Sophia Issabella Watimena. In addition, there was a keynote speaker from Member VI of the BPK RI (Audit Board of the Republic of Indonesia), Fathan Subchi, with the topic 'BPK Examination of Regional Government Financial Statements and BPDSI Supervision.' "The national seminar is expected to expand insights, which can then serve as a guideline for each BPD to perform better going forward," stressed bankjatim Independent Commissioner, M. Mas'ud Said.

He expressed hope that the national seminar would provide an understanding of general economic developments and risk mitigation concerning the bank's business processes, particularly those related to technology/digital banking, towards which BPDs, as business players in the financial services sector, must inevitably begin to transform. "The goal is for BPDs to continue to grow and withstand the increasingly rapid technological disruption," Mas'ud concluded.
